Speakers

Lisa Parker

Lisa Parker is a senior project manager with the Governmental Accounting Standards Board (GASB). Prior to joining the GASB in 2008, Lisa worked for Runyon Kersteen Ouellette CPAs for 10 years, the town of Old Orchard Beach, Maine as finance director and interim town manager for 2 years, and the city of Saco, Maine as finance director for 8 years. Lisa is a certified public accountant and a chartered global management accountant. She also is a member of the Association of Governmental Accountants, the American Institute of Certified Public Accountants, and the Maine Society of Certified Public Accountants, where she served as president. Previously, Lisa was president of the Maine Governmental Finance Officers Association, an executive board member of the New England Governmental Finance Officers Association, and a member of a national GFOA standing committee. Lisa attended Boston College and the University of Southern Maine graduating with magna cum laude honors and a bachelor's degree in accounting.

Keith Freeman

Keith graduated from the University of Arkansas -- Monticello in 1996 with a Bachelor of Science in Accounting and became a CPA in 2001. He joined Arkansas Legislative Audit (ALA) in 2001 working in the State Agency Section as a field auditor until becoming a Quality Assurance Reviewer in 2009. He was promoted to Quality Assurance Manager in 2018.

His duties include overseeing the overall quality of the ALA's work by performing ongoing monitoring procedures, assisting in research and technical assistance to ALA staff, aiding in the implementation of new accounting and auditing standards, reviewing audit templates, and preforming peer reviews. He also serves as Project Manager for ALA's electronic workpaper system. Keith is a member of the AICPA and ASCPA.

Keith has been married to his college sweetheart Pam for 26 years. They have two children Hamilton (18) who will be attending Harding University in the fall and Phoebe (14) who's in the 8th grade.

Matt Fink

Matt Fink is Deputy Legislative Auditor for Educational Institutions with ALA, where he manages the planning and completion of educational audits. These audits include public colleges and universities, school districts, and educational cooperatives in the State, with the majority of the school district and educational audits requiring a Single Audit. Matt holds a Bachelor of Business Administration degree in Accounting and a Master of Accountancy degree from the University of Central Arkansas and began his career with ALA in July 2010. He is a CPA and is a member of the AICPA and ASCPA.

Charles Camp

Charles Camp graduated from Southern Arkansas University – Magnolia in May 1993 with a Bachelor of Business Administration degree in Accounting. Charles became a CPA in April 1998 and is a member of the ASCPA. Charles joined ALA in October 1997, working as a staff auditor in the Local Section. In his 23 years with ALA, his duties have included Auditor in Charge and Reviewer of various city/county engagements, IDEA Specialist, engagement template development, staff training, private audit processing, and various speaking engagements.

Melissa Simpson

Melissa Simpson serves as Communications Manager for Arkansas Legislative Audit, where she has worked since 2011. Her primary duties involve collaborating with staff and management to edit, write, and format findings, reports, correspondence, meeting minutes, and presentations. She also maintains a House Style Guide; produces legislator guides for the Legislative Joint Auditing Committee; and has made presentations to local and national groups on such topics as communication ethics, leadership, writing skills, and personality in the workplace.
