A Senior Auditor with Arkansas LEgislative Audit. He has been employed by Legislative Audit as a field auditor for 29 years. He has worked on numerous shortages during this time and has worked exclusively on shortages and investigative reports for the past 9 years.
Jimmy recieved a Bachelor of Science degree in accounting from Arkansas State University in May 1990. He is a Certified Fraud Examiner and is a member of the Association of Certified Fraud Examiners.
Before her recent retirement from Arkansas's Legislative Audit (ALA), Paula Kinnard served the agency in several areas: Field Auditor, Supervisor, Quality Assurance Manager, and Assistant Legislative Auditor. Paula earned a Bachelor of Science degree in Accounting from the University of Arkansas at Monticello in 1997 and a Master's in Business Administration from the University of Arkansas at Little Rock in 1999. Prior to her employment with ALA, she was employed as a paraprofessional in the DeWitt Public School system. Paula, a Certified Public Accountant, is a member of the American Institute of Certified Public Accountants and the Arkansas Society of Certified Public Accountants, where she will become a member of its Board of Directors in April 2020. She also currently serves on the Arkansas Federal Credit Union Board of Directors' Supervisory Committee and as CFO for The Baptist Preparatory School.
Tim Jones is the Audit Manager for counties, municipalities, and prosecuting attorneys at Arkansas Legislative Audit (ALA). Tim has worked for ALA since 1989 and, before becoming Audit Manager, served as Field Auditor, Field Audit Review Specialist, and Field Audit Supervisor. Tim earned a Bachelor of Science degree in Business Administration, Accounting, from the University of Arkansas in May 1989. He is a Certified Public Accountant and a member of the American Institute of Certified Accountants and Arkansas Society of Certified Public Accountants. Tim also holds the Certified in Financial Forensics designation. He and his wife Amy have three mostly-grown children: Cade, Attaleigh, and Chloe.
After joining Arkansas Legislative Audit (ALA) in 2001, Keith Freeman worked in the State Agency Section as a Field Auditor until becoming a Quality Assurance Reviewer in 2009 and Quality Assurance Manager in 2018. Keith’s duties include overseeing the overall quality of ALA’s work by performing ongoing monitoring procedures, providing technical assistance to ALA staff, aiding in the implementation of new accounting and auditing standards, and developing and reviewing audit templates. He also serves as Project Manager for ALA’s electronic workpaper system. Keith graduated from the University of Arkansas – Monticello in 1996 with a Bachelor of Science degree in Accounting and became a CPA in 2001. Keith is a member of the American Institute of Certified Accountants and Arkansas Society of Certified Public Accountants. Keith has been married to his college sweetheart Pam for 23 years. They have two children: Hamilton (14) and Phoebe (11).
Marti Steel is Deputy Legislative Auditor for Cities and Counties with Arkansas Legislative Audit (ALA). She is responsible for audits and financial and compliance reports regarding Arkansas’s counties, municipalities, and prosecuting attorney offices. Marti graduated from the University of Central Arkansas in 1987 with a Bachelor of Business Administration degree in Accounting and, after working for the federal government for four years, began working for ALA in 1991. She is a member of the American Institute of Certified Public Accountants, the Arkansas Society of Certified Public Accountants, and the Arkansas Government Finance Officers’ Association.
Patrick Nutt is Deputy Legislative Auditor for Education Institutions with Arkansas Legislative Audit. He manages the planning and completion of audits that include public colleges and universities, school districts, and educational cooperatives, with the majority of the school district and educational audits requiring a Single Audit. Before joining ALA in 1989 and working as a Field Auditor, Patrick graduated from the University of Central Arkansas with a Bachelor of Business Administration degree in Accounting. He is a Certified Public Accountant and a member of the American Institute of Certified Accountants and Arkansas Society of Certified Public Accountants.
Michelle Atchley works in the Fraud Section at Arkansas Legislative Audit (ALA), assisting with forensics investigations, presenting audit findings quarterly to the Arkansas Governmental Bonding Board, and working with local Prosecuting Attorneys regarding audit matters. In addition, she serves on a statewide public corruption fraud work group with representatives from the Arkansas State Police, Federal Bureau of Investigation, and Internal Revenue Service. Prior to working for ALA, Michelle graduated from the University of Arkansas – Little Rock with a degree in psychology and worked for Dillard’s as a Resource Access Control Facility Security Administrator and an IT auditor. She joined ALA in 2005 and holds the Certified Fraud Examiner (CFE) and Certified Information Systems Auditor (CISA) designations. Michelle is married and the mother of two children, who are her greatest blessings.
