DHS is seeking to fill a The DHS Deputy Chief Financial Officer – Medical Services  position in Little Rock, AR.

The DHS Deputy Chief Financial Officer – Medical Services is responsible for overseeing all financial activities occurring within assigned areas of the division, as well as financial policy and long-term financial planning for the divisional or population driven components of DHS. This Position:

Serves as a member of the Office of Finance Executive Leadership team.  Directs the activities of financial personnel through lower level managers and supervisors by determining overall financial goals and objectives, managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level financial employees.

Contributes to the development, revision, implementation, and monitoring of administrative policies and procedures, biennial and interim budgets, and reallocation needs of agency divisions or population driven components of DHS. Prepares and provide information to agency management, the legislative and executive branches, and others. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
The formal education equivalent of a bachelor's degree in accounting, finance, or a related area; plus nine years of experience in the area of accounting, finance, or a related field, including six years in professional financial management capacity.

PREFERRED QUALIFICATIONS
Must have Medicaid programming, budgeting, and compliance experience; financial experience, and analysis; forecasting and modeling; supervisory experience, good written and verbal skills, complex computer system skills (Microsoft Excel, Word, etc.); cash flow, revenue, and expense analysis experience.

The Department of Human Services, Developmental Disabilities Services (DHS/DDS) Director of Evaluation, Planning, and Management Systems is responsible for planning and directing management systems' operations and monitoring and evaluating human development center programs. This position is governed by state and federal laws and agency policy. This position:
Plans, coordinates, and directs the work unit's operations to establish programs' priorities, oversee strategic planning, and to ensure program objectives and standards are established and consistent with overall goals. Directs the activities of divisional personnel through lower level managers and supervisors by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level divisional employees. Monitors and evaluates human development centers (HDC's) to assist the centers in developing capital improvement projects/requests, reviews and analyzes HDC program compliance, and makes recommendations to improve service delivery to residents/clients. Oversees and coordinates the investigation of abuse, neglect, and complaints related to institutional services and makes recommendations based on findings. Develops and recommends staff, material, and equipment needs for the operation's managed to contribute to the formulation and justification of budgetary requests for the section. Consults with and advises staff and administrators to exchange information and/or to explain policies, procedures, and projections, and to identify the characteristics and impact if work and service problems and formulate possible solution. Develops, monitors, and recommends new and revised statutes, rules policies, and procedures to respond to changes in operational needs, objectives, and priorities and to improve the effectiveness of the operations managed. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
The formal education equivalent of a bachelor's degree in special education, social work, rehabilitation science, management, health service administration, or a related field; plus nine years of experience in the planning, monitoring, analysis, and evaluation of human services or health care programs and operations, or a related field, including three years in a professional managerial capacity. The Department of Human Services/Division of Medical Services (DHS/DMS) Assistant Director - Fiscal is responsible for directing the fiscal operations and activities of the Medicaid Program for the Division of Medical Services. This position is governed by state and federal laws and agency/institution policy.
 
Assists in directing the activities of the DMS Financial Activities Section through subordinate managers; establishes short term and long term goals and objectives to improve efficiency and accountability; monitors activities to ensure that efforts are being made to attain established goals. Directs the activities of subordinate personnel through lower level managers and supervisors by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level divisional employees. Analyzes financial information concerning Medicaid program area historical trends, determines growth rates, identifies possible program changes resulting from federal and/or state initiatives, and projects financial impacts or factors in financial impacts developed by provider reimbursement. Develops projections for major program appropriations which include services for approximately 60 state categories of service; balances budgets with funding, establishes income certifications, develops justifications for budget adjustments, and tracks adjustments and reallocation of resources. Monitors and reconciles expenditures and funds based on weekly funding requests and quarterly federal fund reports. Participates in surveys, studies, and legislative hearings concerning agency financial requirements, and conducts research and analysis to prepare proposed legislation. Researches and develops various financial reports and special projects for executive staff, legislative committees, Governor's office, federal and/or state representatives, and auditors. Performs other duties as assigned.
 
MINIMUM QUALIFICATIONS
The formal education equivalent of a bachelor's degree in accounting, finance, economics, or related field; plus seven years of experience in accounting, budgeting, finance, or a related area, including four years of professional managerial experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
 
PREFERRED QUALIFICATIONS
Knowledge of Medicaid, prepare and interpret financial reports and statements; perform complex, and difficult analysis of a wide-range of factors, to determine budget requirements; plan and director work of others (supervisory experience); strong oral and written experience.

The DHS Division of Medical Services (DMS) Business Operations Manager is responsible for overseeing the overall operation of the business office, supply/purchasing, and the computer operations. This position:
Supervises a medium to large staff by interviewing and hiring, providing training opportunities, assigning and reviewing special projects, evaluating the performance of incumbents, and reviewing and approving managerial and staff recommendations and administrative actions.
Participates in the establishment of goals, objectives, and short and long-range planning related to the financial responsibilities of the facility. Evaluates service delivery of vendors for effectiveness and compliance with agreements. Initiates corrective actions and revisions and provides technical directions and administrative support to program personnel.

Works with Assistant Director and Department heads to assure compliance with federal and state financial regulations, policies, and procedures.
Disseminates and interprets financial policies and procedures to appropriate staff.
Investigates and resolves complaints related to service delivery.
Monitors and analyzes activities to identify spending trends, problems, and progress.
Identifies operating alternatives and advises on contract or grant development and special projects.
Provides direction to section heads by disseminating and interpreting laws, policies, and procedures related to financial operations. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
The formal education equivalent of a bachelor's degree in general business, social science, or a related field; plus six years of work experience in social service program organization and administration; including two years of experience in a supervisory capacity.

PREFERRED QUALIFICATIONS
3 years of experience with health related policies and programs, preferably Medicaid;
1 year of experience with project management;
1 year of experience with policy development;
1 year of experience with contract/budget management;
2 years of supervisory experience;
Excel proficient; reporting experience with deadlines and multiple projects.
