Commissioner Assistant

Job Description

The Tax Appeals Commission is looking to fill a position with someone who has good project coordination, data management, and interpersonal skills.  Analytical skills, especially proficiency with Excel, would be a plus.  This individual does not have to be a CPA. Anticipated salary $56,039. 

Summary

The Commissioner Assistant reports directly to the Chief Commissioner and assists the Tax Appeals Commission. The incumbent will assist in carrying out the administrative and executive responsibilities of the agency as well as serves as the commission’s clerk and official custodian of the Commission documents.

Functions

Maintains the Commission’s office by performing a range of administrative and clerical duties.  At the direction of the Chief Commissioner, administers all management and administrative policies, programs, and directives for the Commission.  Assists the three Tax Appeals Commissioners with scheduling hearings and notices of hearings sent among the parties.  Serves as the Clerk for the Commission thereby being responsible for receiving and docketing incoming petitions and other pleadings. In consultation with the IT Manager, coordinates equipment and personnel required for hearings held by live video, teleconference, or a hybrid of both.  Advises staff and oversees the functions of program activities to ensure fulfillment of the Commission’s mission and objectives. Provides assistance to staff by implementing policies and procedures and evaluating the effectiveness of work activities.  Maintains external relationships with other agencies, organizations, and individuals and resolves conflict situations through management meetings with commission staff. Performs other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of supervisory practices and procedures.

Knowledge of the legal process, and legal terminology. 

Knowledge of computers and software application programs. 

Knowledge of office practices and legal research techniques.

Ability to coordinate, instruct, and review the work of others. 

Ability to handle confidential information. 

Ability to establish and maintain cooperative working relationships with commission staff and other relevant contacts. 

Ability to work independently. 

Ability to remain organized under stressful situations.

Minimum Qualifications

The formal education equivalent of a bachelor’s degree in political science, public administration, general business, or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.

Preferred Qualifications

Two years of work experience in the legal field.

OTHER JOB-RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Licenses

Preferred qualifications include a degree in accounting or equivalent work experience.  Additional requirements include:

  • Two years of work experience in tax, legal, or accounting fields
  • Two years of work experience in tax, legal, or accounting fields
  • Knowledge of Arkansas sales and use taxes, income tax, and other taxes, including familiarity with compliance, administration, and legal framework.
  • Ability to review and analyze evidence provided by taxpayers and the Department of Finance and Administration.
  • Ability to conduct tax research.
  • Ability to organize and analyze voluminous documentation.
  • Familiarity with process management, particularly regarding legal or accounting workflows, and ability to use case management software to assist the Commission in managing its docket.
  • Ability to communicate with taxpayers, accountants, attorneys, and auditors, both in writing and orally.
